This is why insurance ownership is so confusing. Technically, Highmark is a non-profit organization that serves a specific region of PA. United Concordia is a for-profit subsidiary that provides services in many states. The article failed to mention that one of the United Concordia's largest accounts is that it provided dental benefits for the armed services and department of defense. Some great people work at United Concordia, but it's another example of the strange ownership structure of all the insurance companies. I would use Delta Dental of Minnesota as another example. DeCare is a for-profit company that administers the benefits for the non-profit Delta Dental of Minnesota, and DeCare is owned by Wellpoint which is one of the largest for-profit health insurance companies in the U.S.
